TO SECURE THE EFFORTS OF ALL EMPLOYEES OF THE LA CROSSE FIRE DEPARTMENT TOWARDS THE BETTERMENT OF THE SERVICE FROM THE STANDPOINT OF BOTH EMPLOYER AND EMPLOYEES AND TO PROMOTE THE WELFARE OF ITS MEMBERS AND GENERAL EFFICIENCY OF THE DEPARTMENT. THE OBJECT OF THIS ORGANIZATION SHALL BE ATTAINED THROUGH COLLECTIVE BARGAINING, BY CULTIVATING OFFICIALS AND EMPLOYEES, AND BY OTHER LAWFUL MEANS.
