Grant Description
Cooperative agreements to USA nonprofit and for-profit organizations and IHEs for trainings and technical assistance to improve victim services. Applicants are advised that required registrations must be completed prior to applying. Funding is intended for programs that will reach more victims, particularly those who are underserved, as well as to conduct research and implement findings to improve victim services.

With this solicitation, OVC seeks to provide training and technical assistance (TTA) that ensures that the victim services field benefits from victim-centered practices; translates knowledge to enhance the use of data and research to understand victim needs; identifies and implements proven and effective practices; and enhances victim service accessibility and delivery.

Category 1: Reaching Underserved Victims: This solicitation will fund one organization, or a partnership of organizations, to reestablish the National Resource Center for Reaching Victims (NRC). The goals of the new NRC are to help the field reach more victims by ensuring services are accessible, improving the field’s ability to identify who is underserved or unserved, and developing victim-centered practices that improve outcomes for victims. To avoid overlap and duplication with other OVC-funded efforts, the new NRC will narrow its focus to children, boys and men of color, and former justice-involved individuals.

Category 2: Victim Research and Evaluation: This solicitation will fund an organization, or a partnership of organizations, to operate the Center for Victim Research (CVR). The goal of the new CVR is to increase the evidence base of the victim service field by promoting the use of data and findings from relevant research and evaluation to improve victim services. All activities in this area aim to improve the field’s ability to identify what is working; identify and fill gaps in knowledge and in services; and ensure the latest evidence is used to improve victim services.

Eligible applicants must demonstrate the capability to carry out national-scope training and technical assistance activities required by this solicitation. For-profit organizations must agree to forgo any profit or management fees. Eligible applicants must also have the staff resources and capacity to develop or enhance national-scope resources for the crime victims field or allied professionals in the two categories as outlined in the solicitation.

OVC will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).

Pre-Proposal Conference
OVC will hold one solicitation webinar. This call will provide a detailed overview of the solicitation and allow an opportunity for interested applicants to ask questions. Preregistration is required for all participants. Participation in the webinar is optional, but strongly encouraged.

Pre-Application Information
The SF-424 and the SF-LLL must be submitted in Grants.gov by 11:59 p.m. eastern time on June 1, 2023.

The full application must be submitted in JustGrants by 8:59 p.m. eastern time on June 8, 2023.

To use the webinar time most efficiently, OVC encourages participants to review the solicitation and submit any questions they may have in advance and no later than 2 days prior to the webinar.

Before submitting an application, all applicants must register with the System for Award Management (SAM). Registration and renewal can take up to 10 business days to complete.

Applications must be submitted to DOJ electronically through a two-step process via Grants.gov and JustGrants.
- Step 1: The applicant must submit by the Grants.gov deadline the required Application for Federal Assistance standard form (SF-424) and a Disclosure of Lobbying Activities (SF-LLL) form when they register in Grants.gov. Submit the SF-424 and SF-LLL as early as possible, but no later than 48 hours before the Grants.gov deadline. If an applicant fails to submit in Grants.gov, they will be unable to apply in JustGrants.
- Step 2: The applicant must submit the full application, including attachments, in JustGrants by the JustGrants application deadline.
