Grants to Wisconsin nonprofit and for-profit organizations in eligible regions for neighborhood improvement projects to benefit local residents. Funding is intended for projects that help to provide affordable housing and an appropriate living environment, and that expand economic opportunities for low- and moderate-income people. Eligible projects take place in Milwaukee.

Eligible Projects/Services include:

  • The production, rehabilitation, preservation of affordable housing and in some cases affordable homeownership units, including:
    • Permanent supportive housing
      • Affordable housing developments targeting specialized populations (recovery housing)
      • Wraparound services (behavioral health, employment, supportive services)
    • Services promoting durable home ownership:
      • Down payment assistance
      • Home ownership assistance eligible under CDBG
  • Affordable housing development projects are eligible if:
    • If they increase the supply of long-term affordable housing for low-income individuals
    • Eligible under HOME Program
  • Grants that support affordable housing development (including LIHTC)

Additional Eligibility Criteria:

• A nonprofit organization organized under Chapter 181 of the Wisconsin Statutes, qualified as a Section 501(c)(3) organization, at the time of grant application submission.
• A for-profit organization organized and licensed to do business in the State of Wisconsin at the time of grant application submission.

Individuals may not apply for direct assistance from the Housing Trust Fund.
